Minimum Coverage Requirements in New Jersey

New Jersey is a no-fault state with Personal Injury Protection (PIP) required on every policy. Drivers with a DUI must obtain a Conditional License (commonly called the Cinderella License for its midnight-home time restriction in some cases) from the New Jersey Motor Vehicle Commission. Unlike most states, New Jersey does not require SR-22 filing. Instead, the state imposes annual surcharges paid directly to the MVC for 3 years after conviction.

Bodily Injury Liability
Covers injuries you cause to others in an at-fault accident. New Jersey's 15/30 minimum is among the lowest in the nation and covers less than one emergency room visit in many cases. The New Jersey Motor Vehicle Commission requires proof of continuous coverage throughout the Conditional License period. If coverage lapses, your Conditional License is suspended immediately and reinstatement requires paying all outstanding surcharges plus a reinstatement fee.
$5,000
Property Damage Liability
Covers damage you cause to another driver's vehicle or property. New Jersey's $5,000 minimum is the lowest property damage requirement in the United States. One moderate collision can exceed this limit easily. Many lenders require higher limits if you finance a vehicle while holding a Conditional License.
$15,000 (standard minimum)
Personal Injury Protection (PIP)
Pays your medical bills and lost wages regardless of fault. New Jersey is a no-fault state, which means your own PIP coverage pays first before any liability claim is filed. The standard minimum is $15,000, but drivers can select higher limits or opt for a lower $250,000/$500,000 medical expense cap with income continuation. PIP is mandatory and cannot be waived on any New Jersey auto policy.
Must be offered; can be rejected in writing
Uninsured/Underinsured Motorist Coverage
Covers your injuries if you are hit by a driver with no insurance or insufficient coverage. New Jersey law requires carriers to offer UM/UIM coverage equal to your liability limits. You can reject this coverage, but rejection must be made in writing at policy inception. Verbal rejection does not count and the coverage is added automatically if the rejection form is not completed.

How Much Does Car Insurance Cost in New Jersey?

New Jersey post-DUI insurance costs include three components: the policy premium, Ignition Interlock Device lease and monitoring fees, and annual MVC surcharges. Most drivers with a Conditional License pay $180–$280/mo for minimum coverage from specialist carriers. IID costs add $75–$125/mo. MVC surcharges range from $1,000–$3,000 annually for 3 years depending on BAC level and prior violations.

What Affects Your Rate

  • BAC level at arrest — New Jersey imposes higher surcharges for BAC above 0.10%, and many carriers tier pricing based on whether BAC exceeded 0.15%.
  • IID installation ZIP code — installation and monitoring fees vary by service provider, with higher costs in urban counties like Hudson and Essex.
  • Prior violations within 3 years — a second DUI within 10 years triggers surcharges up to $3,000/year and limits carrier options to non-standard market only.
  • Lapse history during suspension — any gap in coverage before Conditional License approval extends the surcharge period and increases premiums by 20–40%.
  • County of residence — Newark, Jersey City, and Camden drivers pay 15–25% higher premiums than suburban and rural counties due to density and claim frequency.
  • Vehicle financed or leased — lenders require comprehensive and collision coverage, which doubles the base premium for most Conditional License holders.
